Dr. Tashi Tobgay

Dr Tashi Tobgay, has worked under the Ministry of Health for more than 20 years and brings with him a rich skill and knowledge on all aspects of health and health systems in Bhutan. He has also served as the Registrar for Khesar Gyalpo University of Medical Sciences of Bhutan and Technical Advisor, Leismaniasis Project. He is also a pro-bono Executive Director for Bhutan Cancer Society, which is an NGO working for the welfare of the cancer patients. He has vast knowledge and experience working in government systems, academia and in Non-Governmental Organization.  He believes in Integrity, collaboration and showing results.

Ms Sonam Yangchen
Position: Chief Executive Officer

Ms Sonam Yangchen’s main areas of interest are health policy and systems research (HPSR) focusing on healthier population, primary health care, health financing, climate change and systems thinking.
She has worked in diverse environments with senior management in the government, UN and other development partners and stakeholders.
She was with the Alliance for Health Policy and Systems Research, WHO HQ in Geneva, Switzerland, where she conducted health policy and systems research. Her works are published in several high impact international journals. She also worked with the WHO country office in Bhutan and was responsible for Health Systems strengthening initiatives in the country.  She has more than nine years of experience working for the Policy and Planning Division with the Ministry of Health in Bhutan.
She has a master’s degree in health economics from the University of Queensland in Australia and a postgraduate diploma in public administration from the Royal Institute of Management in Bhutan.

Mr Tshering JAMTSHO
Position: Technical Advisor

Mr Tshering JAMTSHO, holds a Masters degree in Social Research (specializing in Demography) and undergoing a PhD in Demography (Australian National University, Canberra).

He has worked for the Medical Education Centre for Research, Innovation and Training (MECRIT) under the Khesar Gyalpo University of Medical Sciences of Bhutan (KGUMSB) as a Researcher for 3 years.

Prior to that, he had professionally served in the Ministry of Health (MoH), Royal Government of Bhutan (RGoB), Thimphu, in his various capacities as: i) the Head (Demographer) for Health Management & Information System (HMIS) Unit, Policy & Planning Division from January 2011 to June 2015; ii) Served as ICT Officer and then System Administrator from January 2005 to June 2009. He graduated and had a BSc (Honours) Computer Science from the University of New Delhi.

His areas of expertise and interest includes social and demographic health surveys and studies. For KGUMSB, he was a lead developer of Computer-Assisted Personal Interviews (CAPI) program using Survey Solutions for Bhutan Health Service Delivery Indicators Survey (BH-SDI 2022) – a joint venture/ project of World Bank (USA), MoH and KGUMSB; also served as one of the regional coordinators for the survey.

As a Head of HMIS, he spearheaded publication of Annual Health Bulletin series (2011-2015) for MoH and also conducted the National Health Survey (NHS) 2012 as one of the survey coordinators. As a ICT Officer, besides numerous health information system development and strengthening, he had developed and customized District Health Information System (DHIS2) alias DrukHMIS – an integrated Bhutan HMIS reporting system [https://drukhmis.gov.bt/dhis/dhis-web-commons/security/login.action] for MoH.

Ms Kinzang Wangmo
Position: Health Policy Analyst

Ms Kinzang Wangmo has over 11 years of experience working as a Health Planner. She worked for the Government of Bhutan’s Ministry of Health, and was responsible for the development of the national health policy and plan, formulation of annual health implementation strategy and coordination of programming activities across national agencies, departments and partners.

Her main area of research and policy interests are national and regional health system and cooperation, investment strategy on sustainable health system modelling and evidence-based planning of health systems. Ms Kinzang was a team leader and co-authored the first ever review of the National Health System of Bhutan in 2017.

She holds a Masters in Health Policy, Planning and Financing from the joint London School of Hygiene and Tropical Medicine the London School of Economics and Political Sciences, University of London, The United Kingdom.

Ms Dechen Tshomo,
Position: Bio Statistician

Ms Dechen Tshomo works for the Institute as a Bio Statistician. She did her masters in Public health from James P Grant School of Public health, BRAC university, Bangladesh. She also holds double bachelor’s degree in Public health and Bioinformatics from Asian University for women, Bangladesh. She also works as an assistant lecturer at Apollo Bhutan Institute of nursing.

Ms Kunzang Chokey,
Position: Executive Assistant

Ms Kunzang Chokey is an enthusiastic learner. She worked as an English teacher at Thimphu Primary School for a year. She did her bachelor’s degree in Early Childhood Education from Segi University, Malaysia. She supports the Institute of Health Partners with all the office works.

Ms Tshering Dema
Position: Junior Researcher

Ms Tshering Dema is a young health researcher with interest in Nursing Research. She is interested in developing knowledge about health and health promotion following the life course approach.

She worked as a Clinical Nurse at Jigme Dorji Wangchuck National Referral Hospital in Thimphu, Bhutan for three and half years. She worked in various units of the Hospital, including the Medical Ward, Adult Intensive Care Unit, High Dependency Unit and the Emergency Department.  She did her bachelor’s degree in Nursing from Smt. Nagarathnamma College of Nursing, Acharya Institute under Rajiv Gandhi University in Bangalore, India.

She supports the Institute of Health Partners with transcription and data analysis of research projects. She is currently pursuing master’s in nursing Practice at Curtin University in Western Australia.

Ms Kinley Choki
Position: Human Resources/Administrative Officer

Ms. Kinley Choki is the Institute’s Human Resources and Administrative Officer. She supports IHP in coordinating and assisting in recruiting and onboarding of employees, who are hired for projects based short term contracts and permanent employees of the institute.She also undertakes administrative functions, including maintaining employee records, managing office supplies, and coordinating office events.

She holds a Bachelor of Language and Literature from the College of Language and Culture Studies in Bhutan.
